Riley Communities Local Area Plan

The Riley Communities Local Area Plan (sometimes referred to as Riley LAP) is a Local Area Plan in progress as of January 2025 — when approved, it will guide redevelopment over the next 30 years in the Northwest communities near Riley Park: Sunnyside, Hillhurst, West Hillhurst, and Hounsfield Heights–Briar Hill.[1]

History

The Local Area Planning process for the Riley Communities began in Spring 2022, and a final draft was presented to the Infrastructure and Planning Committee (IPC) in Fall 2024.

The IPC referred the report back to Administration, citing concerns with the draft’s unequal distribution of redevelopment potential, and lack of support for Transit-oriented Development, and especially surrounding the Lions Park LRT Station.

An updated draft was released in December 2024, enabling additional mid-rise development across most of Hounsfield Heights–Briar Hill, and increased height allowances along 10 St and the North tip of 14 St.

The LAP was presented to IPC in January 2025, where recommendation to Council was approved 6–3 with Councillors Chabot, Chu, and Wong voting against — citing a lack of community engagement during or after the adjustments.[2]

It will appear in the March 2025 Public Hearing Meeting of Council for final approval.
