The City Building program[1] is a comprehensive public engagement and document modernization initiative currently in development through the City of Calgary — consolidating, streamlining, and reconstructing foundational administrative priorities, practices, and regulations through the Calgary Plan, Zoning Bylaw, and Street Manual documents.
Beginning in December 2023, the City Building program has undergone several phases of engagement through the development of each document. The program is expected to conclude in early 2026 with approval of the Zoning Bylaw, following the expected approvals of the Calgary Plan and Street Manual through 2025.[2]
When approved, these three documents will replace predecessors established in the late 2000s and early 2010s, guiding and directing the next 10 to 30 years of Calgary’s growth, development, and adaptation.
