Street Manual

The Street Manual is a technical document under development by the City of Calgary as part of the City Building program. When approved, it will replace the Complete Streets Policy and Guide, becoming Calgary’s authoritative document on street design and construction practices.

As a technical document, the Street Manual does not require public engagement, or council approval. However, a summary sheet[1] released in Fall 2024 — as part of engagement on the City Building program — outlines the Street Manual’s purpose, direction, and timeline.

The document relies on the approval of the Calgary Plan before it can become effective. As such, the decision of IPC to delay the Calgary Plan to 2026 has set the Street Manual’s timeline back as well.

Details

As a directive document, the Street Manual will enforce guidelines for street design across Calgary, in greenfield and retrofit development.

Aligning with the objectives and outcomes of the City Building program and its other documents, the Street Manual will simplify the typology of streets across Calgary, encourage sustainable modes of transportation, and ensure streets are safe and accessible through design standards that lower design speeds and provide adequate space and separation to circumvent conflict between users of various modes.
